Overview

Nkwanta South Municipal Health Directorate is one of the nine health administrative outfits in the Oti region; headed by Mr. Evans Jutta Kofi Attivor, the Municipal Director of Health Service. He is assisted by the Head of Administration, Human Resource Manager, Municipal Disease Control Officer, Head of Finance, Municipal Health Promotion Officer, Municipal Public Health Nurse, Municipal Nutrition Officer and Medical Superintendent of the Municipal Hospital, who are primarily responsible for implementing projects and programmes and ensuring the smooth administration of the municipality.

There are 6 sub-municipalities with each having a functioning sub-Municipal Health Management Team, headed by a leader selected from among the facility in-charges. Each sub-municipality also has a parent appointed from the municipal level. The municipality has 30 health facilities comprising of 26 CHPS, 2 Health Centres and 2 hospitals, of which 29 are government owned and 1, St. Joseph’s hospital owned by CHAG. The municipality has 88 outreach sites and 116 communities made up of both easily accessible populations and hard-to-reach areas. The municipality is primarily rural.

The Municipal Health Directorate (MHD) represents the head of health service delivery in the municipality. The mandate is to provide and prudently manage comprehensive and accessible health service with special emphasis on primary health care at the district and sub-district levels in accordance with approved national policies. It works with the Regional Health Directorate, health partners, and other stakeholders to increase access to health services, through the provision of health infrastructure, human resources, logistics/health commodities, public health and clinical care interventions

To ensure a coordinated health service provision in the municipality, the MHD maintains close links with all other decentralized agencies and departments, the local government system, traditional authorities, civil society and other stakeholders and partners in health.

The MHD disseminates and implements GHS/MoH policies, engages stakeholders for health care delivery, build the capacity of staff, coordinate the planning and implementation of health interventions and programmes in the municipality. The MHD has seven Units: Administrative and Support Services, Human Resource Management, Disease Control, Finance, Family Health, Health Promotion and Nutrition. Officers from the various units provide technical support, monitoring and supervisory functions of health services delivered at the sub-municipal and community level. In summary, the MHD is responsible for:

Ensuring access to health services at the sub-municipal and community levels by providing health services directly through the hospitals, health centres and CHPS facilities and the use of partners in health and community members for community level activities

Undertaking effective management and administration of the health resources

Promoting healthy lifestyles and good health habits among the public through effective and targeted health education

Developing appropriate strategies and setting technical guidelines to achieve national policy goals/objectives

Implementing and monitoring health policies, strategic plans, protocols, standards and guidelines set up by national and the region

Planning and delivery of clinical interventions

Planning and management of public health programmes in the municipality

Establishing effective mechanism for disease surveillance, prevention and control Strengthening public health action to reduce impact of emergencies and disasters on health Supportive supervision, monitoring and evaluation of programme implementation

Human resource management (including staff welfare)

Transport, equipment and estates management

Data collection, analysis, reporting and feedback

Collaboration with key stakeholders in health
